It doesn't really matter what programs you use...they will all get the job done but the engine may matter. For what your trying to do Ca3D or 3DState engine might do the job better since it have been used for many games like yours. The program's will all matter at your experience level.. If your a beginner I will recommend you to do a tutorial on the programs you will like to use. As 3D modeling goes Blender is a good character, vehicle, etc.... modeler and this program is also FREE. If your a complete noob then try to make a game with Blender only(Its easy:D) after taking tutorials. If you will not like to use Blender only then you could use C++,Ca3D or 3DState engine(or any other engine... i personally like irrlight and irredit), Blender(3D max...) and Gimp(or photoshop...)...this will all depend on you.
