--This is a free download of XSI 4.2. The features are watered down, but it'll do all you need to create a character
--XSI was used to make HL2 btw. Max and Maya better watch their backs. (can you tell I'm an XSI fan? *heh*)

I've only ever skinned.And made half a soldier on a 3Ds max tutorial.

Not a bad start for your first try.  Don't stop there.  Put some arms and feet and a head on this cadaver.  Maybe not so shiny too.  Start thinking about what type of skin texture you will be using.

I have made 3D a while, but I JUST DON'T KNOW HOW TO SKIN a character... I am using 3Ds Max 9...

is there some "easy" way to do it?

Oh for Pete's sake they expect you to read the tutorial! Now muttering and grumbling I find I am actually reading it, and this is from a person who believes if someone went to the effort to put shrink wrap on a tutorial I should respect that effort and leave it all nice and shiny shrink wrap intact...
